Elon Musk's America PAC Takes Over Key Piece of GOP Midterm Plan


WASHINGTON — As Republicans look to hold their narrow majorities in Congress, a significant part of their turnout operation will not be run by the party itself.


It will be run by Elon Musk.


America PAC, the super PAC funded and overseen by Musk, is planning to spend as much as $120 million to turn out Republican voters in the November 2026 midterms, according to reporting from The New York Times and Reuters. The Washington Examiner reported separately that the PAC will work alongside the Republican National Committee, the National Republican Senatorial Committee and the National Republican Congressional Committee.


The arrangement would make America PAC the largest single outside field organization for Republicans this cycle.


For party strategists, the move settles a question that had hung over Washington for months. Earlier this year, after a public split with President Donald Trump, Musk said he would cut back on political spending and floated the idea of starting a third party. He also suggested he could fund primary challenges against Republican incumbents who backed the administration's spending bill.


That talk worried GOP lawmakers who are already bracing for a difficult midterm. The party in power typically loses seats, and Republicans hold the House by only a handful of votes.


In recent weeks, Musk has reversed course. In early January, he wrote on X that "America is toast if the radical left wins [the midterms]" and indicated he would go "all-in" for Republicans in 2026. People close to the operation told the Examiner that he is now coordinating with top GOP strategists.


America PAC is not new to this work. The group was formed in 2024 to support then-candidate Trump and other Republicans. Federal filings show Musk was its sole donor through September 2024 at about $75 million, with his total giving rising to more than $118 million by the end of October.


In the final stretch of the 2024 campaign, the Trump campaign took an unusual step. It outsourced much of its canvassing — the door-knocking that campaigns use to find and turn out voters — to America PAC in battleground states. In Pennsylvania, Wisconsin and Georgia, it was often America PAC staffers, not RNC staffers, who were at voters' doors.


That model is now being expanded.


According to operatives briefed on the plan, the $120 million will not go to television ads. There are other super PACs for that. It will go almost entirely to field.


The field plan has three parts.


The first is paid canvassing. Instead of relying on volunteers, America PAC hires paid workers. They use a mobile app that logs each attempt, contact and voter response in real time. Managers can see how many doors were knocked, how long conversations lasted, and which precincts are lagging. In 2024, the group was criticized when reporting by Reuters found it had struggled to hit some of its goals. Musk responded by bringing in new vendors and tighter tracking.


The second part is early vote and mail ballot chase. In recent cycles, Democrats have banked a large share of their vote before Election Day through mail and early in-person voting. Republicans, under Trump, were slower to embrace the same. That changed in 2024. The 2026 plan is to identify voters who prefer to vote by mail or early, help them request a ballot, and then follow up by text, phone and a second knock until the ballot is returned.


The third part is registration and data.


In 2024, America PAC drew national attention for petition drives. The group asked registered voters in swing states to sign petitions supporting the First and Second Amendments and offered payments for signing and for referring other signers. The petitions served a dual purpose. They were a political statement, and they built a database.


Those petitions yielded names, phone numbers, addresses and issue interests for hundreds of thousands of registered voters. That list is now the starting point for 2026 outreach. Canvassers are not knocking blind. They are going to homes where someone has already engaged.


The target universe is specific. America PAC is not focused on persuading Democrats. It is focused on what campaigns call low-propensity Republicans — people who vote Republican when they vote, but who often skip midterm elections. In a district decided by 2,000 votes, finding an extra 500 such voters can be decisive.


Where will they go? The presidential battlegrounds remain the congressional battlegrounds. The core states are Pennsylvania, Michigan, Wisconsin, Georgia, Arizona and Nevada. On top of that, the group is expected to work in about 30 to 40 competitive House districts in states like California, New York, Texas and Florida.


For the official party committees, the benefit is financial. Running a national field program costs tens of millions of dollars and requires hiring thousands of temporary workers. If an outside group covers much of that cost, the RNC, NRSC and NRCC can shift money to advertising, candidate travel and legal programs.


The arrangement is not without drawbacks.


By law, super PACs cannot coordinate directly with candidates on strategy, although rules around canvassing are looser than rules around ads. Some Republican operatives worry about two separate organizations knocking the same doors with slightly different messages. Others worry about institutional memory. When parties outsource their ground game, they do not build their own staff for the next cycle.


Democrats, who have their own network of outside field groups, argue the larger issue is money. They say a single billionaire funding a major piece of one party's turnout operation gives that donor outsized influence.


Musk has rejected that characterization. He has said his interest is in fiscal responsibility, border security and free speech, and that he sees the 2026 elections as a check on what he has called radical left policies.


Whether the investment pays off will not be clear until November. Field programs are hard to measure. A well-run canvass operation can add one to three percentage points of turnout in targeted precincts. In a close race, that is enough.


In 2024, the model was an experiment. In 2026, it is the plan.
